DESCRIPTION:

The Lead Developer contributes to the activities of the application development staff in support of the Intellectual Property Management (IPM) project initiatives. This role actively develops and supports applications while providing senior guidance to a team of resources to ensure consistency, compliance, and standardization. When supporting systems, the Lead Developer is responsible for the effective and accurate operation of the system. This will include responding to business user questions and requests as well as using developer and testing resources to maintain the system.

Responsibilities:

  • Provides direction to the development staff, including forecasting, time tracking, code reviews, task assignments, and design

  • Leads developers while working with business analysts to develop, design and write applications systems and programs.

  • Monitors and reports project and support progress, problems and solutions in a timely manner. Follows through to ensure dollars and time estimates are realized within planned limits.

  • Effectively communicates to department management and business sponsors the status of projects and issues as they relate to the development process.

  • Provides clear, consistent, regular communication with all project stakeholders at all levels, including presentations to senior management, creating agendas and meeting minutes.

  • Responsible for understanding system requirements, tasking and estimating features, and following work management life-cycle processes such as keeping work items current in TFS and Service Now.

  • Understands and utilizes complex branching and merging strategies.

  • Understands and implements version control, small check-ins, labeling, versioning and deployment best practices for both source code and database deployments.

  • Leads software design and coding which conforms to CBS and IS&T standards for security, quality and conformity.

  • Develops and implements unit test plans.

  • Creates technical documentation including approach documents, impact analysis, and physical and conceptual topology and component diagrams.

  • Provides guidance and assistance to the applications users and support teams on all aspects of application deployment, training and support, including: Installation, Configuration, First and second tier support.

  • Identifies and resolves project issues, including issue tracking and escalation.

  • Actively participates in applications planning/strategy meetings and provides input on the most appropriate and effective use of applications.

QUALIFICATIONS:

Required:

  • Minimum of Five (5) years of experience leading and/or managing application development efforts with at least two (2) years in a supervisory capacity.

  • Minimum of Five(5) years of experience with SQL Server

  • Excellent skills and considerable experience in interpersonal relationships including managing, motivation, mentoring and setting policies for technical staff is required.

  • Experience in managing both onshore and offshore development teams to produce high quality deliverables

  • Experience in DevOps (CI/CD) process and automation tools, e.g. TFS, MSBuild, PowerShell, etc.

  • Technical thought leadership, strong analytical skills and passion to learn new technologies that may enable/improve business

  • Experience in production debugging, root cause analysis and performance tuning

  • Highly developed skills in written and verbal communications, ability to work in high pressure production environments, manage to budget, manage to schedule and ability to working with senior management are required.

  • Fluent in C#.Net/ ASP.NET

  • Strong skills with SSRS, SSIS, HTML/CSS/REST API/JavaScript/Angular

  • Strong knowledge of ORM frameworks

  • Knowledgeable with functional testing and performance testing tools, e.g. Selenium, Ranorex, Visual Studio Load Test, etc.

  • Knowledge of Design Patterns and Best Practices

  • Strong OO skills and applied knowledge of software design patterns

  • Undergraduate degree or equivalent experience in system analysis, programming, project implementations and a senior developer role is required.
